يسعى هذا المؤلّف إلى نشر المعرفة والوعي الاقتصاديّين في لبنان، وجعل الرأي العامّ يقوّم الأحداث الاقتصاديّة، وأصحاب القرار السياسيّ والاقتصاديّ والماليّ والاستثماريّ والاستهلاكيّ يدركون أهميّة سياسات الاستقرار الاقتصاديّ في تحقيق النموّ وتحفيزه. كما يهدف إلى وضع تصوّر واضح لاختيارات اقتصاديّة وماليّة استراتيجيّة وحلول أسياسيّة وجذريّة للتخبّط الاقتصاديّ في لبنان تضمن لاقتصاده نموًّا مستمرًّا وموقعًا جيّدًا بين اقتصادات المنطقة، كما للمجتمع فرص تقدّم وتنمية ورفاه.

فإذا ظلّ لبنان بمنأى نسبيّ عن ارتدادات وتداعيات الأزمة الماليّة العالميّة، فلأنّه اعتمد منذ سنين طويلة سياسة نقديّة انكماشيّة منعت السيولة الكافية عن القطاع الخاصّ، وتسبّبت في ارتفاع مستويات الفوائد، وأثّرت سلبًا على ازدياد حجم الاقتصاد وإيجابًا على تراكم حجم الدين، ولأنّه أيضًا مارس سياسة توجيه الادّخار نحو تمويل عجز الموازنات العامّة وخدمة الدين العامّ المتراكم. هذه السياسة هي التي منعت تطوّر أسواق المال في لبنان، وحدّت من الاستثمارات المصرفيّة في الأدوات الماليّة العالميّة.

The author aims to spread economic knowledge and awareness in Lebanon. He seeks to draw the attention of political, economic, and financial policy-makers, as well as investors and consumers, to the importance of economic stabilization policies for stimulating economic growth. He also aims to formulate a clear understanding of the strategic economic and financial choices and to provide essential solutions to the economic chaos in Lebanon. Such solutions guarantee sustainable economic growth and would place Lebanon in a leading position among the regional economies and ensure the advancement, prosperity and development of society.

It is true that Lebanon has not been influenced by the global financial crisis, but the reason is that, for years, it has applied contractionary monetary policies that limited the liquidity available to the private sector. Such policies also caused high interest rates that negatively affected economic growth and added to the national debt. National private saving has been directed to financing the budget deficits and debt service. These policies did not allow for the development of financial markets in Lebanon and limited the investments of the banking sector in the global financial instruments.
